No Accounting
The following relates to the ACCOUNTING PROCESS field having a value of NO ACCOUNTING on the BAGA Benefit Product Details screen:
In some cases a benefit product for which an accounting process has been linked could be re-used in another set of benefits products, but for which accounting transactions must not be generated. In such cases, if it is generated then the accounting transactions could be potentially duplicated.
To enable benefit products that have been set up to generate accounting transactions to be re-used in other calculations for which accounting transactions must not be generated, an accounting process of NO ACCOUNTING must be selected for the benefit product at the highest level of the calculation.
In the benefit payment process, if a benefit product for which an accounting process has been linked is linked to a top level benefit product for which the accounting process, i.e. the ACCOUNTING PROCESS field on the BAGA Benefit Product Details screen is NO ACCOUNTING, no accounting transactions will be generated, i.e. the system will read the benefit product at the highest level. No accounting will be created for any of the lower level benefit products even if an accounting process has been linked to the benefit product.
- In the first column, BP1, BP2 and BP6 will generate accounting.
- In the second column, BP3 will cause no accounting to be generated for BP6.
- In the third column, BP4 will generate accounting and BP5 will cause no accounting to be generated for BP6.
Duplicate accounting by using a benefit product more than once
When the NO ACCOUNTING is used, in the payment process the payment type must be ignored in the same manner as the NO ACCOUNTING.

Exclusions
The following are excluded from the NO ACCOUNTING rules.
- The realisation process is excluded from this as this is part of the automated system processes.
- The payment process is excluded from this as this works on predefined accounting activities.
- The benefit reconciliation process is excluded from this as it works on predefined activities.
After the relevant details have been captured, click OK to save the information. The BAGA Benefit Product List screen will be re-displayed.
After all the benefit products have been linked as above, the BAGA Benefit Product List screen will display as follows:
For each benefit product on the BAGA Benefit Product List screen, highlight a benefit product and some or all of the following sub-menu options will be displayed on the left:
- Scale of Benefits
- Evidence of Health
- Factors
- Spouses and Children Portions
- Defined Benefits
Note:
These sub-menu options may not all be enabled. The enablement of these options is determined by the TYPE OF BENEFIT, FORMULA APPLIED TO, FORMULA TYPE, and TYPE OF SCALE combinations that have been defined for the particular benefit product selected. For example, if TYPE OF BENEFIT = Refund of Contributions, then Evidence of Health will not be enabled.
More than one tax payee per member
For the UK, PAYE could be payable to the HMRC, GUERNSEY or JERSEY tax authorities depending on where the member is resident. For those products using flexible benefits, the system allows for the definition of more than one tax payee per member.
- Create a benefit product with a FORMULA APPLIED TO of MEMBER CHOICE.
- Select the legislative body for each of the tax authorities.
- For the SCALE OF BENEFITS (see below), select a classification of HMRC, GUERNSEY TAX or JERSEY TAX, and any others as required.
- Create a Benefit Product for the Tax Calculation for each of the Tax Authorities. (This is in a one to one relationship to the country).
- Link each of the Accounting Activities to the applicable Benefit Products accounting process. The benefit product will have the correct accounting associated on the accounting process that is relevant to the correct tax authority that has been linked to the benefit product.
- The package calculation must be setup to calculate the correct tax on the correct portion of the benefit i.e. the gross benefit. This is a configuration and user decision.
To code the scale of benefits for a product, highlight the required benefit product, then select Scale of Benefits from the sub-menu on the left.
The BAGB Scale of Benefits List screen will be displayed. Scales of benefits previously coded (if any) will be shown.
To add a new scale of benefits, click NEW.

The scale of benefits facility can also be used to code a refund of contributions (also known as a withdrawal benefit). This is typically where the refund benefit may be increased by an additional percentage which is dependant upon the member’s length of service.
Multiple screens are also coded for this type of benefit.
To code the evidence of health details for a product, highlight the required product.
After the product has been highlighted, select Evidence of Health from the sub-menu on the left.
The BAFK Benefit Risk Product EOH Limit List screen will be displayed.
To add a new evidence of health limit, click ADD. The BAFK Benefit Risk Product EOH Limit Maintain screen will be displayed.

This table will show the history of the amounts and their effective dates over time.
In order to provide for annuity and spouses and children’s benefits, it is necessary to store age and gender-based factors. Similarly, in order to provide for commutation benefits at retirement, it is necessary to store fixed commutation factors, which are multiplied by the commuted pension in order to arrive at the commutation amount.
Values for both males and females must be captured.
To code the factors, highlight the required benefit product.
After the product has been highlighted, select Factors from the sub-menu on the left.
The BAGD Factors List screen will be displayed.
Select the required table type from the drop-down box. The following options are available:
- ANNUITY CAP VAL (annuity factors for capital value)
- ANNUITY PEN AMT (annuity factors for pension amount)
- MIN BEN ANNUITY (discounted annuity factors)
- COMMUTATION (commutation factors)
Factors previously coded (if any) will be shown.
To code a new set of factors, click NEW.

Enter the age and the male and female factors for that age.

The spouse's and children's pension is a percentage of the pension that the member would have received had the member retired as at the date of death or at the normal retirement date. This section describes how to maintain the spouses and children portions.
To maintain the percentage allocations for the spouses and children, highlight the required product on the BAGA Benefit Product List screen.

For each defined benefit final average salary product selected in the BAGA Benefit Product List screen, a separate defined benefit rule must be defined for each retiral event (i.e. for each value in the BENEFIT EVENT drop-down box on the BAGE Defined Benefit Retirals Details screen (early, ill-health, late, normal retiral) separate rules must be defined).
Once rules for all the events have been defined, click CANCEL on the BAGA Defined Benefits Retirals List screen. The BAGA Benefit Product List screen is re-displayed. If there are no more benefit products to be defined, click CANCEL. TheBACJ BSV Maintain screen is re-displayed.
